  3. The following document recently appeared in JUST CAUSE, publication of Citizens
  4. Against UFO Secrecy, and is reprinted in the latest MUFON Journal. It is extracted
  5. from Air Force Central Intelligence Office Letter AFCIN-1E-O, dated 3 November 1961,
  6. released thru FOIA on 10 August, 1979. Abbreviations

  12. Extract, page 1: "c. In addition to their staff duty assignments, intelligence team
  13. personnel have peactime duty functions in support of such Air Force projects as
  14. Moondust, Bluefly, and UFO, and other AFCIN directed quic reaction projects which
  15. require intelligence team operational capabilities..."

  18. Extract, page 2: "f. Blue Fly: Operation Blue Fly has been established to facilitate
  19. expeditious delivery to FTD of Moon Dust or other items of great techical intelligence
  20. interest. AFCIN SOP for Blue Fly operations, February 1960, provides for 1127th
  21. participation. [Note: it is known that the 1127th Field Activities Group was assigned
  22. to Blue Book for collection and quick investigation of UFO sightings, replacing the 460
  23. 2nd Air Intelligence Service Squadron -- JS] "g. Moon Dust: As a specialized aspect of
  24. its over-all material exploitation program, Headquarters USAF has established Project
  25. Moon Dust to locate, recover and deliver descended foreign space vehicles. ICGL #4,
  26. 25 April 1961, delineates collection responsibilities."

  28. Extract, page 3: "c. Peacetime employment of AFCIN intelligence team capability is
  29. provided for in UFO investigation (AFR 200-2) and in support of Air Force Systems
  30. Command (AFSC) Foreign Technology Division (FTD) Projects Moon Dust and Blue Fly.
  31. These three peacetime projects all involve a potential for employment of qualified
  32. field intelligence personnel on a quick reaction basis to recover or perform field
  33. exploitation of unidentified flying objects, or known Soviet/Bloc aerospace vehicles,
  34. weapons systems, and/or residual components of such equipment. The intelligence team
  35. capability to gai rapid access, regardless of location, to recover or perform field
  36. exploitation, to communicate and provide intelligence reports is the only such
  37. collection capability available to AFCIN and it is vitally necessary in view of
  38. current intelligence gaps concerning Soviet/Bloc tecnological capabilities"
